Estonia - a country of 1.3 million - has produced Bolt, Wise, Pipedrive, Veriff, Glia, Skeleton Technologies and others, giving it the highest unicorn density per capita globally. Tallinn's startup ecosystem generated $266.9M in funding in 2024 and was ranked among the EU's top 10 startup ecosystems by the Global Startup Ecosystem Index.

Fintech, identity tech, SaaS and mobility lead

Wise co-founded by Taavet Hinrikus (Skype's first employee) and Kristo Käärmann built the world's most transparent international money transfer product from Tallinn. Bolt disrupted ride-hailing and food delivery across 45+ countries. Pipedrive created one of the world's most-loved CRM products for SMBs. Veriff's identity verification platform serves Uber, Bolt and hundreds of financial institutions.

Ülemiste City, Tehnopol and Telliskivi as the innovation core

Ülemiste City, adjacent to Tallinn Airport, is a 71-hectare business campus housing 400+ companies and 18,000 workers - Estonia's largest tech employer cluster. Wise

Veriff

Veriff is a Tallinn-founded identity verification platform used by Uber, Bolt, Binance and 800+ other companies to automate KYC and fraud prevention. Raised $100M Series C at a $1.5B valuation, backed by IVP, Tiger Global and Accel.

Glia

Glia is a Tallinn-co-founded digital customer service platform for financial institutions, enabling live video, voice and messaging interactions embedded in digital banking apps. Raised $150M+ and serves 400+ financial services companies across the US and Europe.

Skype

Skype was built by Estonian engineers Ahti Heinla, Priit Kasesalu and Jaan Tallinn - the product that put Tallinn's engineering talent on the global map. Acquired by eBay for $2.6B and later by Microsoft for $8.5B. Skype's Tallinn engineering alumni seeded the city's entire second generation of founders.

Estonia's government-led startup infrastructure

Estonia's digital-first government has built the most startup-friendly regulatory and support infrastructure in the EU. These are the programmes most relevant for venture-backed founders based in or incorporating through Tallinn.

e-Residency

e-Residency is Estonia's digital identity programme enabling non-residents to establish and manage EU-based companies entirely online. Startup Visa Estonia

Startup Estonia administers Estonia's Startup Visa programme, one of the most accessible founder immigration pathways in the EU. Enterprise Estonia (EAS)
