Astana International Financial Centre (AIFC)

AIFC is the Kazakh financial free zone operating under English common law, offering 50-year tax exemptions, 100% foreign ownership and simplified regulatory mechanics. Most venture-backed Kazakh tech operations now incorporate via AIFC.

QazTech Ventures and Astana Hub

QazTech Ventures is the state-backed venture investor. Astana Hub is the international IT startup hub providing tax incentives (zero corporate tax for qualifying activities), accelerator support and grants. Together anchor public-sector capital and incentives.

DAMU and KazAgro

DAMU Entrepreneurship Development Fund and KazAgro provide subsidised lending and guarantees for SMEs. The main public-sector capital sources outside dedicated venture vehicles.

Kazakh VC ecosystem

Active funds include Sturgeon Capital, Most Ventures, Quest Ventures and various Astana Hub-aligned vehicles. Cross-border participation from CIS, MENA and US investors common at growth stage.

Mainland Kazakh stock options

Mainland Kazakh stock options are typically taxed at exercise as employment income at marginal rates. Less favourable than AIFC structures; most venture-backed Kazakh startups choose AIFC or offshore structures.

Offshore (Cayman/Delaware) ESOPs

Many venture-backed Kazakh startups operate via an offshore (Cayman or Delaware) holding parent over Kazakh operating subsidiaries. Provides US/UK investor familiarity and clean cap-table mechanics.
